District Supt. ‘Working Off-site’ Amid Bullying and Retaliation Allegations

GoLocalPDX reported in January Bigham, the first openly gay teacher of the year to use the platform to campaign for LGBT rights, was threatened with discipline, allegedly harassed, and blackmailed by school district administrators.

Bigham filed a grievance with the Oregon Teacher Standards and Practices Commission against several senior staff at the Multnomah Education Services District (MESD), inlcuding Supt. Barbara Jorgensen, in September 2014 for what he alleges is harassment and bullying for his sexual orientation. He then filed another complaint with Oregon’s labor watchdog in November for retaliation.
Bigham and his lawyer, Matthew Ellis, planned on filing an amended complaint with Oregon's Bureau of Labor and Industries this week.
In a memo to MESD staff March 5, MESD Board Chair Bernie Giusto and Chief Operating Officer Jim Rose told staff Jorgensen "is currently working off site and will continue to work offsite for the indeterminate future."
"Out of respect for Superintendent Jorgensen’s privacy, MESD is refraining from comment about this change," Giusto and Rose wrote.
Bigham, who said he has been facing bullying, harassment for his sexuality, and retaliation for filing complaints against administrators for the last year, said he saw Jorgensen's belongings loaded into a truck and taken away.
Laura Conroy, a spokeswoman for the district, said Jorgensen's move was not related to the complaints.
