Each city was given rankings based on factors such as pet health care and wellness, cost of having a pet, and outdoor spaces in the city.

In 2012, 68 percent, or 82.5 million, of American households owned a pet, according to the 2013-2014 National Pet Owners Survey released by the American Pet Products Association. The survey also showed that dogs and cats hold the title for most popular pets. 46.7 percent of pet owners have dogs, and 37.3 percent have cats.

Portland ranked 56 out of 100 cities for lowest cost of owning a pet, 27 for pet health care and wellness services, and number 5 for most outdoor spaces, giving it the overall ranking of number 11.
