Police: Man Arrested at PSU For Sex Crime After Breaking into Woman’s Hotel Room

At 1:45 p.m., Monday, James Ray McNeil, 33, was arrested on the second floor of Lincoln Hall, after a brief struggle. He was reportedly masterbating in public next to a female student, according to Sgt. Pete Simpson of the Portland Police Bureau.
McNeil was identified as a suspect in an incident that had been reported earlier that morning at the Estate Hotel, at 225 NW Couch Street, Simpson said.
A 33-year-old female reported that she woke up in her hotel room at 8:30 a.m. to see a man naked and masturbating in her room as he touched her, according to police.
McNeil was charged with felony public indecency, failure to register as a sex offender, trespassing and parole violation. McNeil was also charged with burglary and sex abuse, Simpson said.
