Oregon residents gave a total of $2,043,469,000 to charities in 2012, 2.88 percent of total discretionary income earned in the state, according to federal tax data obtained through the
Chronicle of Philanthropy.
Compared to neighboring states, Oregon has one of the lowest income-to-giving ratios, behind Idaho, Nevada, and Washington. However, Oregon was ranked as the ninth most charitable state by WalletHub in 2014.
Some Oregon towns and neighborhoods gave more than others, and it was not always the richest or largest communities.

Residents of the small rural town of Halsey donated 9.91 percent of total income towards charitable giving, the highest of any community and over three times the state ratio.
“The residents are very giving of their time, so it’s not surprising they’re very giving with their cash,” Mayor Marjean Cline of Halsey said. “It’s infectious when you hear about people helping other people. It just kind of helps make your own decision to give more of yourself.”
Halsey has five churches, a Lions Club, a food bank charity, and many community fundraising and volunteer events, which Cline said probably helps account for Halsey’s ranking. However, Cline said the community is close-knit and has a nature of giving.
“It’s a throwback to old-time farming communities—what you have, you share,” Cline said.
Communities that give the most do not always have the highest incomes. In Oregon, people who made less than $25,000 a year spent the most of their income on charitable contributions—7.73 percent. The richest income bracket of $200,000 or more a year gave 2.95 percent of their income.
Alex Daniels, a reporter with the Chronicle of Philanthropy, said this trend was reflected across the country.
“People with lower incomes dug in and gave more of their incomes,” Daniels said. “A lot of the impact [of the recession] might have been felt, they saw the impact of different charities that chipped in and helped, and decided to give.”
The median income in Halsey is $71,101, much lower than the second most charitable community—downtown Portland, where the median income is $118,581. Downtown Portland income-to-giving ratio was 5.72 percent.
Communities Giving Back
Sandra McDonough is the president and CEO of the Portland Business Alliance, who works closely with charities and nonprofits located in Portland. She said Portland has many nonprofits providing for the homelessness population, helping both the needy and livability downtown.
“It’s important to support our local nonprofit organizations to make our community a thriving and livable place, especially for those less fortunate,” McDonough said.
Keith Thomajan, President and CEO of United Way of the Columbia-Willamette, said he was not surprised downtown Portland has one of the highest giving-ratios in the state.
“Portlanders want to invest, volunteer, and make the best community they can. We continue to be inspired by folks in this region,” Thomajan said. “Beyond the dollars, they’re giving their time and talents.”
Thomajan said volunteerism has a heavy presence in Portland, which places the city at the top nationally for volunteer engagement.
The community with one of the lowest giving ratios was Logsden, an unincorporated area outside of Siletz. No one in the community recorded charitable donations on their tax reforms. Sheryl Simmons, Siletz city recorder, said Logsden is a community of just a few houses and one store, but not many people.
“They probably do what they can,” Simmons said.
Maury Harris is marketing director of the Community Foundation of Southwest Washington, a group that manages about 300 charitable funds from endowments to charitable giving accounts.
She said that while a certain amount of charitable giving tends to be driven by crisis, most philanthropy is a reflection of an individual’s ideals.
“To a certain degree [giving] is driven by the news cycle and that tends to be donations to natural disasters,” Harris said. “Besides that, charity is really driven by someone’s values and beliefs.”
Religion and Charity
Catholics gave the most of any religious sect in Oregon, accounting for 10.4 percent of people who donated. The Latter-day Saints and non-denominational Christians followed, making up 3.9 percent and 3.6 percent respectively.
Daniels said that historically religion is a large motivator for philanthropy. Nationally, areas with more religious affiliations and participation rates generally have a larger share of giving, Daniels said.
For example, Salt Lake and Utah historically have high giving patterns. This is mostly due the large Mormon population and the religion’s call to give 10 percent of income towards charities. The giving-to-income ratio for the state is 6.61 percent, the highest in the nation. Latter-day Saints account for 69.1 of the giving population.
Individuals may record tithing on itemized taxed forms, but Daniels said many people may give at church and not report it to the IRS.
Oregon is one of the least religious states, according to a Gallup Poll from 2014. Only 31 percent of Oregonians saw themselves as “very religious.”
While multi-million dollar donations from corporate citizens make up the bulk of total charitable donations in the country, small gifts matter. The majority United Way’s donations come in the form of $20 or $50 dollar gifts, Thomajan said.
“We are built on small donations—it’s everything,” Thomajan said. “We are crowdfunding community transformation one donation at a time.”
People are more likely to give toward charity when they feel optimistic and personally connected, Daniels said. With many government funded programs struggling to provide, many see philanthropy as way to make needed improvements.
“There’s a real sustained effort to reduce government expenditures, and calling the charitable sector to step up,” Daniels said. “A lot of people see charitable gifts as a way to further civic good where other funding services are failing.”

Below are the most—and least—charitable communities in Oregon. Communities are ranked on the basis of the ratio of total donations to total earnings in that community for 2012. The median donation amount and median discretionary income are also listed for each community. Income figures are tied to Adjusted Gross Income that is calculated on tax returns. Note that annual income figures may not account for the full net worth of an individual making a donation.
Communities are identified based on ZIP Codes. Not all ZIP Codes are listed. If a particular ZIP Code has an insufficient number of residents who earn over $50,000 annually, the IRS declines to release charitable giving figures, for privacy reasons. Communities are listed starting with the least charitable and ending with the most. For cities and towns with multiple ZIP Codes, the neighborhood or area is identified, with accompanying city or town name. Data are based on IRS income tax returns for 2012, obtained through the Chronicle of Philanthropy. Figures were the most recently available as of January 14, 2015.
