Oregon’s Millionaires and Big Earners Bring in Millions in Unemployment

In 2011, the most recent year for which was data was available, 17 Oregonians with $1 million in income collected unemployment benefits. Another 74 Oregonians with incomes between $500,000 and $1 million were also on unemployment.
Collectively, individuals in these income brackets raked in $796,000 in unemployment compensation in 2011. Millionaires on unemployment together pulled in $176,000 in benefits. Those in the next income bracket got $620,000 in unemployment. Another 1,303 individuals earning between $200,000 and $500,000 raked in a combined $11 million in unemployment.
“I think it shows that we have a dysfunctional unemployment system,” said Steve Buckstein, a founder of the libertarian-minded Cascade Policy Institute.
In Oregon, workers who weren't fired for misconduct or didn't quit their jobs can receive unemployment benefits. It doesn't matter if they were working for minimum wage or making millions.
Buckstein said that the unemployment system needs to be drastically revamped with individual unemployment accounts that workers would pay into and later have the option of accessing during periods of joblessness. The current system, he said, discourages recipients from finding employment because they receive money for not working.
“I'm not surprised that millionaires would draw on it,” he said. “If someone is offering them money legally, why not apply for it?”
Seven years ago, 7,248 Oregonians making more than six figures collected unemployment. Fast-forward through the Great Recession to 2011 and that number rose to 14,315. Over that five-year span, $440 million in unemployment benefits were paid to Oregonians who once had six-figure incomes.
Benefits not tied to need?
According to a 2013 Congressional Research Service report, states may not restrict eligibility for unemployment benefits based on someone's income level. The prohibition on means testing, dates back to a 1964 U.S. Department of Labor decision that severely restricts the factors states may use when determining unemployment eligibility.
Under federal law, states can only use facts or causes related to the individual's state of unemployment and can't take into account someone's wealth.
Chuck Sheketoff, the executive director of the Oregon Center for Public Policy, doesn't have a problem with millionaires or other high earners receiving unemployment. Sheketoff said that unemployment is an insurance program that benefits both workers and employers.
Sheketoff likens the situation to a person filing an auto insurance claim.
Angela Martin, executive director of Economic Fairness Oregon, said that someone with a high income may look wealthy on paper, but their financial situation may be more precarious than it seems.
“They're fine on Monday, but, come Tuesday, they have nothing,” she said.
Legislative attempts fall flat
Since 2011, a handful of bills have been introduced in both the U.S. House and Senate that would have either prohibited individuals with incomes of $1 million or more from receiving unemployment benefits or would have taxed the benefits. One bill would have taxed unemployment benefits for millionaires at 100 percent.
Although some of these ideas enjoyed a degree of bipartisan support, none were signed into law.
Earlier this year, the Senate passed a bill that would have restored federal unemployment benefits to the long-term jobless, while also prohibiting millionaires from receiving unemployment; the bill stalled in the House.
Elana Guiney, communications director for the Oregon AFL-CIO, said legislative attempts to deny benefits to individuals with high incomes aren’t the right way to address the issue. With inflation, she explains, middle class households might eventually hit the cut-off line and be unable to access unemployment.
“You shouldn't be making millions on unemployment insurance,” Guiney said. “But that doesn't mean you shouldn't have access to a stopgap. At some point you’ll be hurting the middle class.”
