NEW: Man Arrested in Downtown Portland For Spitting on Woman, Yelling Racial Slurs

Carl Harris, 51, was arrested at Southwest 4th Avenue and Morrison Street when police on foot patrol saw Harris screaming profanities at a woman who was trying to walk away from him, according to Sgt. Pete Simpson of the Portland Police Bureau.
The victim told officers that she did not know Harris.
“Due to the nature of the incident and the racially offensive language, a Bias Crime detective was notified and continued the investigation,” Simpson said. “Detectives learned of a similar incident involving Harris in Downtown Portland.”
Harris was booked into jail on charges of intimidation, disorderly conduct, harassment, and offensive physical contact, police said.
