Oregon Man with Criminal Sexual Compulsion for Women’s Hair Arrested Again

Jared Weston Walter, who was arrested in 2009 and 2013 for repeated offences on TriMet buses -- including ejaculating onto the back of three women's heads, fondling, and cutting the hair of female victims -- was taken into custody Tuesday for cutting a woman's hair in the line of a Dollar Tree store in Oregon City.
Walter followed the 31-year-old woman around the dollar store, finally snipping her hair off while she was waiting in line, then fled the store, Oregon City Police investigators said.
“It’s clear he has not embraced rehabilitation,” Portland Police Bureau Public Information Officer Pete Simpson said Wednesday.
Oregon City Police arrived just after 4:00 p.m. following reports from Oregon City Shopping Center mall security. Walter was taken into custody near the shopping center, on McLoughlin Boulevard, police said.
He is lodged in the Clackamas County Jail on one count of harassment and a parole violation related to his previous offences.
Previous offences
In May 2013, Walter gained national attention when he was arrested for ejaculating onto the back of a woman's head on a TriMet bus. Witness and victim statements taken at the time indicated Walter had done the same thing to two other victims in the three weeks prior to the incident in Portland and Clackamas County, police said.
At the time, he was on post-prison supervision in Clackamas County, after being put on parole for previous offences.
In 2013, what Portland Police called Walter's "preferred offending pattern" involved sitting or standing behind a female transit rider and fondling the victim's hair while masturbating. At the time, he was known by police to frequent bus lines between downtown Portland, Milwaukie and Oregon City, including lines 31, 33 and 99, typically wearing a black leather waist-length jacket.
His 2013 arrest enlisted resources from the Transit Police Division, Milwaukie Police Department, Oregon City Police Department, Clackamas County Community Corrections and TriMet.
He was charged with Sex Abuse in the Third Degree, Interfering with Public Transportation, Harassment, Disorderly Conduct in the Second Degree and Public Indecency.
