Lori Coyner Named State Medicaid Director

As Medicaid director, Coyner will be the state’s point of contact with he center for Medicare and Medicaid. She will also manage policy conversations regarding the state’s contract with the federal government.
Coyner will oversee all Medicaid policy changes related to Oregon’s demonstration waiver. She will also supervise all Medicaid home and community-based waiver policies.
Coyner will report to OHA's director of health policy and analytics, aLeslie Clement.
Coyner first joined the Oregon Health Authority in early 2013. She began her career at the Authority as director of accountability and quality. she was promoted in 2014 to director of health analytics.
She led the development of the Hospital Performance Program, as well as the development of quality health system transformation dashboard.
Prior to joining the Health Authority, Coyner served as Director of Measurement and Reporting at the Oregon Health Care Quality Corporation. She also spent many years working in academic settings at Oregon Health & Science University and the University of New Mexico School of Medicine, where she worked in a variety of research and teaching capacities.

A report from the Oregon Center for Public Policy shows how Oregonians rated their individual CCOs (Coordinated Care Organizations) in 2014 based on percentages of total customers who were satisfied with their service. The report shows both adult and child approval percentages for eight different categories including how well their doctor communicated to the quality of their health plan. GoLocalPDX averaged these approval percentages to determine the CCOs where customers were the most and least satisfied overall in 2014.
